10/6/2017 to Current    San Jacinto County ; Emergency Management Coordinator                     (EMC);
                Appointed by the county Judge to manage DR 4332                         Hurricane Harvey and close out DR's 4223; 4269, and 4272.
                Work with GLO/DETCOG/TDEM and FEMA on Disaster                     Projects, CDBG, HMGP and other. Manage both IA and PA                     projects.  Manage Projects in the FEMA Grants Portal and                     State GMS. Updated the HMAP for the county and the three                     cities in May 2018.
                I am the Designated Applicant Agent for the County.

Position:            Manager- Federal Projects

Duties/ Responsibilities    Performing closeout task for Tyler County, Galveston                         County and TBCD as assigned and described below.

                Consultation and  Closeout consist of reviewing PW's in
                EMMIE and  reviewing data. Determine if the projects are                     ready for closeout. Work with  the State Disaster Recovery                     Specialist or their contractor(s),to collect required  data as                     directed by CFR's to perform and complete appeals, RFI's ,                     Alternate Project and  Improved Projects request including                     the new Sandy Recovery Act allowances and assist the                     client  with complex audit issues, findings and responses.

Position:            Consultant Contractor:  Close-Out Specialist

Duties/ Responsibilities    Performing closeout task  for Hurricanes , Katrina, Rita,                          Gustav and Ike.

                Deployment - JFO Baton Rouge Closeout consist of                         reviewing PW's in NEMIS/EMMIE and  reviewing data in                     GOHSEP LAPA database to determine if the applicant are                     ready for closeout. Work with  the State Applicant Liaisons                     (SAL) and  Disaster Recovery Specialist (DRS) to collect                     required  data as directed by CFR's to perform and complete                 closeout audits. Populate data into GOHSEP (Governors                     Office of Homeland Security and     Emergency Preparedness)                  workbook for submission to the Sub-Grantee to review and                     reconcile  to forward to FEMA for     final version and closeout.                     Assigned 10     to queue and complete 1 per week with                         closeout signature on CERT (LA's version of P4 for                         completion after audit ). Field Visits as necessary for sub-                    grantee PW review.

 

 


10-15-09 to 2-22-2013    Texas Division of Emergency Management (TDEM)

Position:            Assistant Public Assistance Officer; Program Specialist 1;                     Recovery

Duties/ Responsibilities    Work with counties, cities, hospitals, PNP’s, VFD/ESD’s and other political subdivisions as necessary to close out the Hurricane Ike DR-1791 project. Work includes Audit Request, Advance of Funds, Claim Summaries, and PW Version changes, Site Inspections, Appeals (1st & 2nd). Work in EMMIE Internal & External. Train  new Recovery
        
    personnel migrate from Audit to Recovery-PA. Assisted with Training Applicants, Public on the Recovery Program by instructing G627/628 classes. Performing PDA's as necessary. Do site visits and answer questions via phone, fax, e-mail and in person. IA-PA- PDA’s. Assisted with OIG investigation-Audits with R6 and Sub-Grantees. Work using FEMA publications as in FEMA 321 & 322 and 95 series publications along with2, 29 and  44 CFR sections as applicable and including State Regulations (TAC), Codes (Local,  Government , Municipal)and Statutes (Vernon’s). Member of TFMA for CFM status (Since 2003). Specialized Training Attached and listed on Preparing Texas .Org.

Position:            County Commissioner (Road & Bridge-Precinct)

Duties/Responsibilities    Hands on service delivery and policy-making decisions. Responsible for maintaining roads and its infrastructure , inventory of assets, maintenance of equipment and facilities. Commissioners Court sets the budget for all county departments and adopts a tax rate. Set burn bans

        dependent on drought conditions, set yearly property tax rate and employment levels for the county. Calls, conducts and certifies elections, including bond elections.
    

    Sets employment and benefit policies. Establishes long-range thoroughfare, open space, land use financial and law enforcement/jail needs plans.
        
     Acquires property for Right of Way to be in the best interest of the public, Reviews and approves subdivision platting and wastewater treatment in rural areas. Provides EMS/ESD services. Appoints non-elected department heads and standing committees. Works with other State, Federal and regional agencies for legislation, disaster assistance, grants. The Court has authority to authorize contracts in the name of the county and grant tax abatement for economic development. I worked with FEMA, SBA, and GDEM on various projects from Acquisition to Flood Grants. Member of various boards, committee’s, for the COG region and Floodplain Management. I was also in charge of solid waste program for the county which included 4 compactor sites and maintenance of all rolling stock and fixed equipment.

Position:            Operations/Operator IBL-POSM Unit

Duties /Responsibilities    Hired for construction phase thru startup and operation. of POSM (Propylene Oxide-Styrene Monomer-Ethylene/Benzene/EBHP) Unit. Responsible for $800MM facility in both inside Rosemont Remote Control to outside physical duties in 7 of 9 areas. Trained in reading and understanding PFD’s & PID’s.  I was on the industrial fire team and member of CIMA (Chanel Industries Mutual Aid) and MBMA (Mont Belvieu Mutual Aid). On VPP (OSHA- Voluntary Protection Program) Committee for 4 years. Operated various control valves, manual valves and equipment, Turbines, Pumps, Compressors (Recip- Simplex, Duplex to Quintiplex, Radial, Centrifugal : Single to Multi stage), Various types of pumps from single volute to


    multistage, electric, diesel and steam turbine drives. Vacuum and Pressure  systems, Furnaces, Distillation  systems. Systems included production and utilities. Performed maintenance as needed. Worked 12 hour rotating: 4 on 4 off  shift schedule

Position (s):    Deputy Coordinator/LEPC Hazmat Chair/Hazard Mitigation Officer, City of Shepherd Fire Marshall.
From 2003 to 6/08, I assisted in a volunteer capacity, working on the MAP (Mitigation Action Plan) for the county. I also participated in the DETCOG Region Task Force Committee for Homeland Security and the creation of the MACC. Trained in ESRI Mapping.
    
    From 11/98 – 10/01, I was the Emergency Management
    Coordinator for the County and the cities of Shepherd, Point Blank, and Coldspring.  

    This was a side position I took on as a challenge to develop and implement the Office of Emergency Management for the County of San Jacinto, the cities of Shepherd, Coldspring and Point Blank.  We developed all the Basic Plans with Annex’s and I was also the project manager for the first ever Hazard Mitigation Acquisition Project within the county.  I helped develop the TAC chpt. 363/365 Court Order for Nuisance Abatement for the county. Worked various grants

    From 1996 – 11/98 I was Deputy  Coordinator and LEPC President/ Hazmat Chair.  During the 1998 flood event, I was appointed as Emergency Management Coordinator.
