DPS TAKES SERIAL DWI OFFENDER TO JAIL

KEVIN MURRAY FICKEY who has DWI 3 or more in San Jacinto co, 3 or more in Austin and 3 or more in Polk County has been jailed in Polk Co and is held with NO BOND after this arrest.  My only question is who failed to prosecute him long before racking up such an extensive record?
